EUROPARC NNi Training Seminar 'Developing Stakeholder Partnerships'
From 17 - 19 October 2005 the EUROPARC Federation held a seminar on
developing stakeholder partnerships in Natura 2000 site management in the
Neusiedler See-Seewinkel National Park, Austria, as part of the Natura
Network Initiative (NNi). The seminar was attended by representatives of
national and regional authorities, NGOs, landowners and protected area
staff. In total, 46 persons from 15 countries participated.
The seminar aimed to:
* share expertise and experience on working with stakeholders in
relation to Natura 2000,
* promote good practice in Natura 2000 site management,
* raise stakeholder awareness and
* support networking.
A broad variety of stakeholders shared their expertise and experience in the
management of Natura 2000 sites by presenting case studies:
* Forestry: Austrian Federal Forests AG, Austria.
* Agriculture: European Landowners Organisation (ELO)
* Military use: Austrian Federal Environment Agency, Austria.
* Tourism: Alsace Regional Council, France.
* People and local community involvement: Scottish Natural Heritage.
* Protected area management: EUROPARC Federation.
The case studies showed that both successful Natura 2000 designation and
successful Natura 2000 site management require appropriate communication
with all potentially affected and interested persons and organisations. A
substantial point in this regard is to integrate them as early as possible
in the designation process and management planning. Another main
recommendation given was to combine conservation management objectives with
other management objectives, for example in economics or research. The

EUROPARC, Eurosite and ELO members at www.europarc.org.
Ladislav Miko, European Commission, DG Environment, Head of Directorate B
'Protecting the Natural Environment' highlighted the importance of
communication for Natura 2000 and the current state of play in the
development of Natura 2000. He pointed out ten good reasons for
communicating Natura 2000 and also illustrated the challenges faced by
organisations in doing so.
